In 2007, Steve was appointed by Governor Bill Richardson as the CEO/Executive Director to bring

Spaceport America to reality. Steve was responsible for the entire project spanning design and planning, tax vote passage and bond issuance, environmental impact statement and launch license, passing the first informed consent liability legislation in NM, and hosting vertical launch operations and educational activities. In addition, Steve negotiated a development agreement and 20-year lease with Virgin Galactic and led the bidding and construction process.

After successfully navigating Spaceport America to reality, Steve became Chief Advisor for Spaceports for Virgin Galactic in 2012 where he served in a consulting capacity until September 2020. Steve’s role focused on international business development including spaceport strategy and financial analysis in various locations including the Abu Dhabi, Italy, UK and other locations. Virgin Galactic has current Puerto Rico Spaceport Development Proposal MOUs with Abu Dhabi and Italy and Virgin Orbit in the UK. This combined experience makes Steve uniquely qualified to help bring the Puerto Rico Spaceport to reality.
